We wants to leverage similar audiences, partcularly for the converted users. Similar audiences at present are available only for tag and rule based lists.
On the website, they count a conversion as someone who has submitted details and expressed interest with the "Get contact details" button. Since there is no separate page for conversion, the client is unable to create rule/tag based lists for their converters. They currently have code embedded in the click action to measure this conversion.
They now want to know how can they create a converted user list using tags/rules so that they can leverage similar audiences. Any ideas?

You could set up Event tracking in Google Analytics triggered by clicks on that button, and create a custom audience in Google Analytics of people who triggered the Event.
You could then import that Google Analytics list into Google AdWords. Google will create Similar Audiences based on Google Analytics lists, assuming there are enough people on the list.
