.Does it means my ads won't been shown? For the past 30 minutes, i haven't received any clicks. Occasionally? On which occasions will my ads be shown?

This means that the system calculates the probability of clicks based on your impressions, and figured that the budget is not sufficient for the estimated number of clicks and hence restricts the impressions.

Check the bid simulator to clause recommend  a budget;

In "suggested bids" in keyword tools. The bids are quoted so low, but after competition(which is managed automatically ) by google, the bids get pumped up too high. Why is it so? Is there any BETTER way to calculate, the actual CPC (that i'll be paying for a keyword) ?
