Using Google Product Ads without a website

Instead of product ad links directing to my ecommerce website product details page, is there an option to direct to a product listings page hosted by the adwords system, where orders can be placed?

Shopping Ads- Ie Google Shopping Product Ads are stickly for a E commerce Solution website in which the Order Button is present to make the purchase through a shopping cart situation.

The only other option is Local Inventory Ads- https://support.google.com/adwords/answer/6275309

By default, Shopping campaigns show products sold on an online website. If you want your Shopping campaign to include products sold in local stores, you should consider participating in Local Inventory Ads. Once you have submitted a verified Local Products feed to Google Merchant Center, you can promote products from your local stores in your Shopping campaign by checking "Enable local inventory ads" box.
