Unknow remarketing tags settings in existing client's account.

I am setting up a campaigns from a client with self-managed AdWords. There is plenty of remarketing audiences, however, they have too little documentation.

Q: Is there in AdWords any possibility to view and edit tags used for remarketing? In Shared Library/Audiences I can see just the list of tags, but no properties (see the picture on the link) http://i42.tinypic.com/2djumiv.png

When I created a new remarketing list (click on the green "+Audience" > "Remarketing list" in the Audiences section of the Shared Library) it gave me the option to create a new tag.

However, I wasn't able to see that same +New Tag if I didn't go through that process. For instance if I was in the Audiences section and clicked on the pencil in the Tags/Definitions it wouldn't appear.

After the tag was created you just click on the [Tag] in the Tags/Definitions column to grab the tag to paste wherever.
