Universal campaign not live
I have set up a universal campaign on Thursday and still havent recorded a single impression.
The status says "eligible (learning)". I have checked all settings, the ad is fine and also increased the bid. There are been no change in the status or impressions.

Here's what I see for the mobile app campaign best practices:-
I think you need to give it sometime till the campaign stabilizes and start performing optimally. On the other hand, I hope you have done the basics right in terms of keywords, budget etc...
