Thumbnail visible for in-stream ads?

If I only run in-stream ads for my video campaign, will the thumbnail be visible in anyway anywhere (especially on GDN)?

My understanding is that in-stream ads show before, during, and after videos on YouTube, video partner sites, and apps on the Display Network (video ads do not show on the search network). Meaning that although there are many areas where the ad can show, the thumbnail is not visible in anywhere & everywhere. It needs to fall under one of the 3 options listed above. 

 

The thumbnails must be hosted on YouTube & becomes visible after the video has played for 15 seconds.
