Does one get banned for irrelevant ads ? Let me explain :

My product is a "general niche ebook".

My keywords are the names of the shopping websites.

My maximum bid is $0.02-$0.03.

Is the above okay ?

The reason for suspension is mentioned under the Policy column, on the Ads tab.

Hello @Electroneez S,

 

Promoting a "general niche ebook" and bidding $0.02-$0.03 on multiple brand names are not sufficient reasons for account suspension. Though, it sounds fishy to me. What goal a campaign can be expected to achieve if it is setup and optimized to be irrelevant right from the beginning?

 

Also, as Google puts more emphasis on user experience and relevance of its search results, it won't be a surprise to me if your account gets caught in the manual review. 

 

Having said that, suspensions are caused when you violate policies somehow or the other.

 

We do not see your landing page from here, neither do we have any precise clue for your business model. Hence, it would be difficult to help much from here. The most important point is that you should be aware of the existing AdWords policies that relate to your advertising goals. You must also refer to the link @MosheTLV shared above.

Your question had been answered. Let me review:

Does one get banned for irrelevant ads? No.

Manual review can take a little time and can sometimes approve a site that had been previously disapproved due to content. It works the other way, too. A manual review can disapprove a site previously approved.
