I was told you do not pay for pay per click unless the user stays on the publishers site for at least 7 seconds. Is this true?

This isn't true. You'd be charged for a click irrespective of the time spent by a user on the website, as that's defined by user behavior and many other factors like landing page relevance and effectiveness. Simply put, AdWords charges you when a click is recorded by the system.

This isn't true. You'd be charged for a click irrespective of the time spent by a user on the website, as that's defined by user behavior and many other factors like landing page relevance and effectiveness. Simply put, AdWords charges you when a click is recorded by the system.
