If the suggested bid is high, but the average monthly searches are low, does this imply a high conversion rate?

No. It just means the existing bidders for that keyword are bidding high.

 

They might be bidding high because the keyword converts well for them, or they might just be delusional. There's no way for you to tell.

 

Even then, a keyword that converts well for them might not convert for you. Your ad and website are big factors in conversion rates.

ROI does matters - Think on how much you invest and how much is your profit in that particular keyword.. Act accordingly. Regards, Umesh
