Seems like Google is combining all our retargeting ad groups together

I noticed that even though I have 6 individual Ad groups setup (with 3 ads per Ad group) within our Google Retargeting campaign, however when I review the individual ad served stats, Google appears to be serving all of the 18 different ads (from all 6 Ad groups) to make up  the total 100% exposure rate spread out amongst all 18 ads, rather than getting 100% served per ad group. In other words, how do I get Google to give the entire 100% ads server per Ad Group rather then for all 6 Ad Groups combined?

Hi Bob;

Why did you separate the ads? To bid differently?
Google will show ads based on their ad-rank (similar to search, but the QS is not known.)
