"Hey Mir, how are things?

You can set location by radius under your campaigns settings and following the following steps:

  1. Sign in to your AdWords account.
  2. Click the Campaigns tab.
  3. Click the name of the campaign you wish to edit.
  4. Click the Settings tab.
  5. Click Edit next to "Locations" and click Advanced search.
  6. Click Radius targeting.

You can find more information about this on the link below over "How to target a radius around a location

https://support.google.com/adwords/answer/1722043?hl=en#radius

NOTE: One very important thing to keep in mind is the region you're targeting and it's IP distribution. For instance, here in Brazil the IP distribution is TERRIBLY, so the radius function over here is not used often because ads will be served very wrong.

Hope this helps.
