Retargeting from one URL to another

Hi everyone. There is just so much information out there for newbies like me that I'm hoping one of you fine people can point me in the right direction!

We are a school and want to serve ads to users who click on a specific webpage of ours (where they can post good wishes to retiring teachers) that prompt them to visit another webpage of ours (our online donation page). What we've seen re: retargeting indicates that it's more for sending users back to a page they've already visited. Is what we're describing possible, and if so, what's the correct terminology for it/where do we set it up?

Many thanks for any insight you can provide!

You can certainly do this with a remarketing list.  First you need to build the list by adding the remarketing code to the first website. More details on that can be found here:

Once you set this up, ALL visitors to the first website will be added to the remarketing list.  The traffic source does not matter. You can now use this remarketing list and setup your remarketing display campaign that advertises the second website.  Specific details on how to do that can be found here:

The concept to understand is that you are building your list from Website A, but building campaigns and designing ads for Website B.
