Residual quality score from past campaigns?

When creating a new campaign does one have to build up quality score all over or does Adwords automatically apply it to accounts that have had quality ads and keywords in the past??

QS is measured per keyword and recalculated every time a KW  takes part in an auction. It takes some time and a few hundred impressions / auctions until there is enough statistical data for the system to calculate a statistically reliable  figure. Until that happens a dash  (--) is shown in the UI. The default QS used until there is enough data is 6.
