when implementing a remarketing code  within cellular devices, is the coockie beung implemented withinn the device or within the ip address?

A remarketing tag is a cookie based tag, per user visiting the your site;

Hi ODED s,

A cookie is placed on the device, not the IP address. If you wish to re-market only to mobile devices, you could setup the re-marketing tag so it will only run if it's a mobile device.

A couple ways to do this. You could use the Value Track {ifmobile} to set a value in the query string, then have Javascript on the page check for the presence of that value. If it is found, run the re-marketing code to set a cookie.
