Remarketing Tag Lunacy

I have set up several remarketing campaigns without trouble--completely seamless. But I just initiated another one, and it's just gone haywire. 

 

-I can see the remarketing code on the website I am working with

-The "audience" section of adwords interface shows that there is a list size, though it seems quite small based on our traffic.

-The "Remarketing Tag" box in adwords says "We haven't detected the AdWords tag on your website" and there is no explanation, just a link to the same instructions I followed when I set it up. 

-The Tag chrome extension shows it is installed

 

Ok, so which is it?

There's something else going on that is just super strange. If I am in the AdWords Editor at the Campaign view for the remarketing campaign there is a warning message that reads:

"Ad groups with no ads (1) View"

If I click that "View" link, I am taken to a page with existing ads, 3 separate ads to be specific.

Hi Michael D,

Do you have any members of the re-marketing group yet? AdWords will continue to say it's not detected until someone has been added to the list.

In that ad group, are all ads enabled, or at least one? Approved?
