This is correct if you have a Custom Combination list set up to serve your ads against.

If the combination you've created is "people on list A but not on list B" (such as, for instance, people who visited the website but did not convert), and if somebody is present in both lists, then she won't see your ads, because the second condition (not on B list) is not met. In order to see the ads, if B is your negative list, then he must not be a member of that negative list. Is that what you were asking?
