Raise bid to top page estimate - Yet, ad STILL not showing

I raised the bids on all my kw's to the est'd top page bid using adwords editor.. yet when I run diagnostics on them, i STILL get "low ad rank"...what's going on here?

I have never put too much trust in those "first page estimation". Like any estimate, those calculations have a broad margin of error.

I have found the "keyword tool approximate CPC " to be a much more accurate estimation: I use it as a reference for biding estimations (for keywords in my campaigns). Please note, that this figure is averaged across all positions, and do remember, that, though, more accurate, it is also an estimate.
