Google does not have any specific policies regarding your type of business, so the way to find out is to open an AdWords account and make an ad.


I would rate your chances about 50/50 as I can imagine the way your service is presented ("free" in bold, actual fee in the small print) is not something that Google likes. However if other similar businesses have ads on Google then you might be OK for now.
