Problem with my adword. need to delete my account i think

Ok so i came to google adword to use the keyword tool.

 

it asked to fill in a form about my business i dont even have a business.. i put in my youtube channel link where it asked me for my business link just so i could use the tool but then come to the second step it asks to set a budget.. i dont want to pay anything i just want to use the keyword tool..

 

so now i cant do anything on it. it always directs me to this page. no matter what  google adword link i use.

is there a way i can cancel my registration  or something and start fresh so can use the keyword tool?

 

i really want to use the keyword tool.

Hello;

You must provide billing details and set a payment method to use the tool.
The tool is a feature to help advertisers - it does not intend to serve as a search tool for the general public. For that, use Google trends.

Hi,
Once you access your Adwords account do the following:
1. choose tools on the upper menu.
2. now choose Keyword planner

That is all you need to do
