Location Advertising Issues

while app advertising, when many users simultaneously provide their locations, only a very limited number of them are answered. How can I maximize my ad response?

Suppose in a particular area there are a million app users which provide their location. The server responds with a rate of 20 to 30 users per second. I want a solution to maximize this rate.

I don't think there's anything we can do to help you here, but I'll raise this issue to a specialist, maybe she/he can chime in.

So you have an app with a lot of users, you know for sure that there are many in the area you are targeting and they also shared their location, yet you *only* get an average of 20-30 impressions per second.

Did I get it right?

One more clarification is necessary: are you monetizing the app, i.e. earning money when ads are shown or trying to place your ads inside an app that you don't own? If it's the latter, could it be that you're simply not winning every auction, i.e. your impression share is below 100%?
