Keyword Planner / Location Targeting

To my understanding location targeting targets IP address/physical location along with people who show interest in location ie. uses the location as a keyword.  When I use keyword planner and write something like "cupcakes in Toronto" (location targeting Toronto) and "cupcakes" (location targeting Toronto) why does the Cupcakes in Toronto receive more average monthly searches? Shouldn't the cupcakes alone receive more ?

Using the location within a keyword  -aka  location targeting  by intent -  (especially in big / known locations) is a redundancy.

When you do that using the keyword planner, you get an aggregated results of all queries, regardless of the user physical location.

The  practice is to set the location as part of the settings.
