Hi Eric,

If your keyword is not meeting first page bid estimates, it is not necessarily true everytime that it can't appear on first page. This is always an approximation and does have exceptions to the rule. Read more about first page bid estimates here: https://support.google.com/adwords/answer/105665?hl=en

Hi @Eric B

An average Ad Position of 1.2 means your ad shows usually at position 1 and 2. More often at number one and number two positions. It does not mean your ad shows at the second page. You can read about it here  https://support.google.com/adwords/answer/14075?hl=en

About your bid being lower than the average first-page bid, it's completely fine. The bid estimates are not real time. So, when your actual bid is lesser than the first-page estimate, it can still show your ad if the real time bid is lesser than the historic estimate being shown. Running your campaigns for a few days, you may see changes in the amount of estimate and your actual CPC. You can read more about it here - https://support.google.com/adwords/answer/105665?hl=en
