Welcome to the community!

You will get different opinions as answers to this question.

A lot of PPC account managers like to have different match types in single ad groups.

There are others who create different ad groups for different match types within the same campaign.

And there are few who create different campaign for different match types.

Segregating match types in to different campaigns is not a bad idea, if you have enough budget and your campaign really needs that kind of segregation.

Personally I keep them together. If your phase and broad match keywords are not expanding too far causing irrelevant search queries or expanding to relevant queries but not relevant to your ad copy. Those are the times I may opt to keep the exact in its own group and phrase and broad in another group.

There is no hard & fast rule in adwords .... It depends on your choice...... Try different techniques......Then apply which one gives you best results....
