Is it possible to run PPC for a penalized domain?

One of my client's website is penalized by Google, so there is no organic traffic for the site. Now, they want to use Google Adwords for paid search traffic. 

 

Can we use a penalized domain for advertisement on Google search or display network? Is it possible to run PPC for a penalized domain?

Organic search and AdWords are separate. Having an organic search penalty does not automatically exclude you from running AdWords ads.
However, the reason you were penalized from the normal search index is likely a reason that would violate the AdWords policies.

I'd highly recommend that you first read VERY CAREFULLY all the AdWords policies and make sure that you understand them. Be aware that there is no grey areas. If you feel your site "might" violate a policy, it probably does.

I agree with Dave, If webmaster guidelines were violated - this would also be a violation of the AdWords Policy;
