What are the reasons behind increasing impressions but lower clicks for the same budget and keywords?

Everything else unchanged within your scope, increasing impressions coupled with decreasing clicks may e.g be caused by enhanced user interest targeted at specific organic results. E.g. media news or gossip can bring about such a phenomenon.

E.g. the news "Trump attacks crooked CNN" could lead to a sudden increase in searches for the term "trump" but most of them would click on CNN's organic results. Under a scenario where you are promoting the online sales of cards, you would confront what you actually did experience.

Reasons behind increasing impressions and decreasing clicks can be the one explained by Lakatos.
Also some other reasons can be -
1] increase in search terms due to seasonality.
2] Your ads are not that relevant or great for the user to click on it.
Try improving your text ads.
