Google AdWords is not free. You need to pay for it.
Sometimes, you may get a coupon code from a partner or agency. This is designed to help you try Google to see if it's something that may suit your business. However, you will need to spend some money to use these coupons.

If you have no interest in spending any money, you may have to look elsewhere I'm afraid.

All true with the exception of a few thousand eligible non profits who run AdWords Grants accounts :
