I am facing this problem from Adwords Editor.

 The Error is saying:

[OperationAccessDenied.OPERATION_NOT_PREMITTED_FOR_REMOVED_ENTITY @ operation[0]]  

I cannot post my Call-only campaign

How to solve?

This means that you are trying to un-remove a campaign or ad group, or else make changes to children of a removed campaign or ad group. As of today, or perhaps late yesterday, AdWords system no longer allows that.

Once a campaign or ad group is removed, it will stay this way, and no changes are allowed to it or any of its children.

The campaign status is likely removed. As of sometime yesterday, the AdWords API (used by Editor) started rejecting changes to removed items. This isn't an Editor-only restriction. The web front-end will give the message "Cannot edit removed entities" if you try to change the status from removed.

So, here is the problem -
My company uses the Adwords API to manage it's campaigns. Adwords API does not support editing (or more specifically deleting) ads once their adGroup is removed. Also, ads are not automatically deleted when their adGroup is deleted. This situation caused many of our ads to become "floating" over the past two year. We would not mind, except, THE FLOATING ADS ARE STILL TESTED BY ADWORDS - meaning every now and then ads become disapproved.
Up until last weak this could by sorted using an Adwords Script that we wrote - But as you mentioned - this option is now closed. Does this mean that there is no way to remove those disapproved floating ads? Will they just keep piling? Because these ads are counted as disapprovals in our account, which is, in all opinions, not good.

Would appreciate your team's view on this issue.

That is a big "IF" if we could see the error in the campigns and adgroups/keywords that would be a blessing... select right click what? The ones where there have been changes?

I found a solution some minute ago,

Copie and past your AD Groups in a new campaign
Like that you will be able to upload without this error

I had this problem with a single campaign, I ended up posting all of the other campaigns individually to diagnose the troublesome campaign. Then I made the changes in that campaign manually.

I know not perfect solution..

My issue was that the download managed to switch an ad group from one campaign to another - "removing" it from where it should be (and online) - and not allowing the upload of a "removed" ad group from where it ended up.  I've had to recreate the ad group manually online under a different name - but still cannot upload any changes from either campaign in AE11.  This tool has changed from an everyday management tool to a time-wasting nightmare.  I want the old one back!!

So, what course of action needs to be taken to resolve this, because no other AdWords representative has mentioned this, and I am receiving the error for attempting to add new ads. I am not removing anything.

If you find the ad copies and ad groups you are trying to change that are causing the fatal error and revert them (select, right click, revert) then I found that it then will upload.

Deleted / removed ads - as  with the web UI - are not checked or counted. Only paused ads are checked and considered for quality.
