How to place text ad in selected Youtube video?
Can I specify perticular Youtube Video URL to place my text ad streaming the video? I know it can be done in case of creating a video ad campaign but not sure how to target perticular Youtube Video URL to show my textual ad?

I've never targeted one specific video, but yes, I believe this is possible. To target a specific YouTube you'll have to add that video as a Placement in your YouTube Campaign.
1. Log into AdWords
2. Click on all Video Campaigns (left hand side navigation)
3. Click on your existing Campaign
4. Click on the Targets Tab
5. Click on the new Targeting Group button
6. Click on Advanced Options under the "Target people watching content" section
7. Next to Placements, click "Add Placements"
If you've not yet created a YouTube Campaign, you'll have to create a new Campaign and then in the Targeting section add the YouTube video you want to target as a Placement.
Keep in mind, if that video doesn't accept Ads, then you'll not be able to show Ads on it. Also, depending on how often this video is viewed, you're likely to limit your Reach by only picking one video. Hope this helps!

Adrian brought up a good point - you can target YouTube two different ways - one is with Video Ads that either run pre-roll or based on keyword searches --- the other way is to add YouTube as a Placement and run your Text Ads at the bottom of videos.
