How to access the keyword tool?

Hi, how to access the google keyword tool?  The instruction says go to google adword account then click tool but when I go to my google adword account, it automatically brings me to a page where I have to create a campaign? Do I have to create a campaign first before accessing the keyword tool? Pls help. Thanks!

Yes, that how it works. You can create a simple campaign, ad group, ad, and one keyword. Then, once your campaign has been created, put it on pause. The you'll be able to use the keyword tool. Take your campaign off pause after you build it out and are satisfied with the campaign structure.

This link is not working for me either, I have logged in with my Google credentials and clicked the link you sent and it is still forcing me to create a campaign.

What am I doing wrong?

(1) if the account has been fully created and the entire sign-up

flow has been completed, including billing details and campaign

creation then, the tools-tab should appear atop the main menu-bar,

aside home, campaigns, and opportunities; keyword-planner should

then be under the tools-tab:

note that if my-client-center is being used then, a client-account must
be created (linked) and selected first, before the tools-tab will appear.

as was indicated, if the sign-up flow also requests a campaign
then, simply create and immediately pause the campaign.

important: be absolutely certain that all campaigns are paused;
otherwise, the advertising clicks will be continually charged --
no matter how well or poorly designed the campaigns may be.

(2) however, if the account has been fully created and the entire
sign-up flow has been completed, including billing and campaign,

(3) otherwise, keyword-planner is mainly for paid advertising campaign
research -- not for general keyword or search-term related analysis;
google-trends is available for general keyword and search-term analysis
and currently requires no billing information and no account whatsoever.
