How is the bid floor set?

I'm sure this has been asked a lot of times before, but how is the minimum bid set? So for example if there is only a single bidder on a specific keyword or phrase or you are appearing at the bottom of the search rankings? I just read this in the adwords fundamentals learning material:

 

"So regardless of your bid amount, you'll only pay the minimum that's needed to beat the advertiser below you."

Hi,

I did a search on this forum on "minimum bid"

 

Then I find nice results, als you say, you are not the first one
