How do I get my mobile image ad to appear on The Weather Channel?

I am about to design and place an image ad through google.  I'd like for it to be seen on tablets and mobile devices through apps such as "The Weather Channel".  Does google do this? Or do I have to go through an agency?  I'm a hands on person from creating the ad to placing.  I prefer to do it myself, if possible.

This is possible so long as The Weather Channel are opted in to the Google Display Network and managed placements. Of course, whether you will receive impressions or not depends also on the accepted formats and your bids.

So, yes. You want an "advertise within apps" campaign for the display network.

The key is that you can create separate ad groups with different targeting options so that you can see which works better. You can choose specific placements as mentioned above, or choose "categories".

When you search for categories, you can type in "Weather Channel" and that app will appear (which it did when I tested it). It will also show you a list of other weather-related apps.

Then, you will want to create ad sizes that are sized for mobile phones.
