You don't need to have your AdWords Account turned on to access Display Planner, you just need an AdWords Account set up. Try skipping the Billing info page, but if it doesn't let you and you really want to access Display Planner, enter in billing info but make sure that your Campaigns are all Paused (might be best to also set Daily Campaign Budgets to $1, just to be safe).

Hi Lauren,

Display planner is a free tool and all you need is an Adwords account to access this. There is no need to add billing details to access this. And if Google Adwords ask you to fill in billing details just simply skip the step and try accessing display planner.
