How can competition be high when search volume is low?

I don't understand how competition for a particular word or phrase in the keyword tool can be high when the search volume is low.

Well.. "low" is relative to the region you are targeting; ...
And, If I recall, we had in the past, an example of lawyers specializing in class action law suits, or in car accident personal injuries. The search volume was low, but competition is high...

Those are averages . The best way to analyze is to click the download button and this will give you numbers instead of qualificatives. If you download from the keyword planner you can see estimated searches by month instead of a single average number from the last 12 months.

The next puzzle to solve is : why competition can be a higher number than 1 in the keyword planner ?
