Google AdWords Advanced Location Targeting Estimates

I am trying to setup a Location Based Campaign via Adwords, but since it is intended for tourists visiting the areas at a specific time of the year, I cannot get proper estimates.


So, the goal is to attract foreign visitors to 2 specific stores where they can get local delicacies.


One thing I did is to get  estimates based on last year's (same period) searches on Keyword Planner (with advanced location criteria) but the estimated clicks & impressions I'm afraid are not close to reality. They don't take into account visitors, only residents.  How can I narrow down to people who WILL be visiting the area during the summer? Would I need to calculate with a general number of CTR, Clicks, Impressions (i.e: Expected CTR 2-4%, Expected Clicks: 2k - 4k, etc) 


I know this is kind of vague but is there a workaround for such cases?
