Geo targeting gotchas
For several years I ran with fairly fine grained geotargeting. One target was a radius 100 km around my business. Another was "Outside of Edmonton (defined as being within 150 km of Edmonton, but not city of edmonton.
Google's method for determining the location isn't good enough for this to be effective, and I suspect that when if doubt, don't serve the ad. Or perhaps it requires a higher bid.
Anyway this year, I chucked it, and set all my targets to "Alberta, Canada" Clicks have gone up by about a factor of 10, business has gone up by a factor of 5.
It's not all to google's credit. I've also widened my kijiji advertising.
Lesson: Do not count on fine grained geo targeting.

It's true that Google cannot, as many people expect, actually look out your window and see for positive-certain where you are physically located. They and other companies do the best they can with the data that's available.
I'm glad to hear that your experience of trying different targeting is producing better results for you!
