Geo Location Overlaps - what happens when locations overlap?

We're building an AdWords program for a franchise operation. Some locations are in the same zip code, so zip code is not precise enough. The franchise areas are defined by streets - not a four-sided shape but lots of street boundaries on all sides.

If we use x-mile radius for targeting, the radii will sometimes overlap.

We need to drive location-specific ads, extensions, phone #s, etc.

How does AdWords decide which location extension to show if the person is in an area that overlaps - in the same zip code or within overlapping radii?

Hello ;
Hi there;
You might have a problem;
For mobile: location is determined using GPS (assuming it is active)
For desktops - using IP;
But as you pointed out: Geo targeting is not perfect and there might be some overlapping...

Can you try "Location Extension Targeting" and see if that helps you better than Radius Targeting?

I was just going through this article for you https://support.google.com/adwords/answer/2914785?hl=en and it looks like this will be a better option for you than radius targeting.

And as Moshe pointed out, yes there will be some overlapping but you may get better targeting option with "Location Extension Targeting"
