You may want to try adding a attribute The 'identifier exists' attribute with a value of FALSE when you don't have a GTIN.  Leave the GTIN and UPC blank.  Add a Brand attribute.

You will get a warning message about the FLASE, but the feed Should/ Will be Accepted.

Make a copy of your Feed, Makes the changes suggested above.  Submit the New Test Feed.  It should work

Here is some additonal Information:

"When there is no unique product identifier for an item, provide this information explicitly in your feed by specifying the ‘identifier exists’ attribute for that item. When an identifier exists for the item but you do not have it, it is important to add the correct identifier to your feed rather than using the ‘identifier exists’ attribute."

if identifier_exists is FALSE then
brand, mpn, and gtin should not
be submitted for the item.

global-trade-data (mpn, brand, gtin)
cannot be self-assigned by merchants.

the upc attribute has been retired
and replace by the gtin attribute.

as an aside, a website or feed can be rejected
for many issues other than global-trade-data --
check the feed-status-summary report, the
products-tab, and the main account-dashboard

for any additional messages from google.
