Can anybody help me to find out a tool to generate Avg. no of Impression, Clicks, CTR% for certain monthly Budget.

Hello,

 

The keyword planner offers such data in the "Review estimates" window after you select a couple of keywords.

 

Here is how a print-screen looks like :

Yes it is a "Download" button in the upper-right corner of the Table of results.
