Does the Keyword Planner control for IP address or could a handful of people be driving results?

For example, does the trends/volume data control for multiple searches from one IP address somehow?

I'm pretty sure the Keyword Planner does not filter out IPs (I couldn't find anything that said otherwise), because its an aggregate of Google's total search volume over a given time (not a handful of people). - https://support.google.com/adwords/answer/3022575
