Does adwords need a site to be globally accessible?

I am running in to an issue with one of my ad groups. Is the fact that my hosting provider is blocking some countries from access to my site affecting the AdWords?

Yes, Your landing page must work properly for all locations, regardless of where you're targeting your ad.
