Does MCC Test account needs approval for developer token?

I've a MCC test account and a child test account. I've set billing information on both accounts (using same CC) and the system is not asking any more information and no errors or notices appear.


But when I access the child account using the Developer token of the MCC account, I'm getting QUOTA CHECK ACCOUNT_INACTIVE error, which generally comes when billing information is not set.


I'd set this info yesterday, and i've tried unlinking and linking them back, still i'm getting same error message.

I'm using PHP sdk, and i've set the developer token, customer client id, oauth2 client id and secret and also the refresh token in my auth.ini


Please tell me where i'm going wrong. Or if there is anything i need to do more. Does mcc test accounts needs to be approved before the developer token can be used?
