Does Google considers keywords like [what game] and [game what] same?

When you have a keyword which can be used with different word orders, adwords consider these keywords different or same?

Hi ujji7,

 

I'm assuming here that the brackets around your keywords represent 'Exact Match' so in this particular case, no they are not the same keywords and would not be treated as such.  Really in any match type, they would not be exactly the same keywords but could trigger the exact same ads in the case of 'Broad or Modified Broad Match'. Once you get into 'Phrase Match' and 'Exact Match' the word order becomes concrete.
