Display campaigns

I am trying to figure out AdWords for the account I took over to manage. In Display Network there are plenty of campaigns which are enabled and paused at the same time. What does it mean? Are they active or not ?

A campaign can be enabled, but paused. When a campaign is paused, it's like it's simply stopped but can be resumed. When its removed/deleted it's "gone forever". To make matters more confusing, it's not gone forever but that's another story Smiley Happy

Basically, you can pause and resume campaigns, ad roups, ads and even keywords at any time as long as a campaign is enabled.

A reason a campaign may be DISABLED would be that the campaign date has run out or that the previous owner simply paused the campaign.
