When targeting on Display Network, if someone choose to show their ad on their competitor's website, will Adwords show their Ad on the competitor's website or is there any option for the competitor who has Adsense account to ask Adsense to not show the former's Ad?

On the Adsense side you can opt out for certain "categories" or for specific advertisers.  But, they have to be paying attention, which many of them do not!
