Cross Device Marketing for Banner Ads

I've looked at answers to similar questions asked in the past, but couldn't find a conclusive response on this topic. I am curious how the Google Display Network can perform cross-device or cross-screen marketing to users by showing them an ad on their phone then later on their desktop. Is this mainly done by tracking Google or Facebook login? Also, I noticed someone say this wasn't yet possible via Google's ad network, but I've been cross-device targeted myself, so there must be a way to effectively do it. Any help would be greatly appreciated. Thank you!!
