Connectivity Issues

I'm trying to create my first campaign and it has taken me to the billing screen.  Every time I click next after entering info it says, "An error has occured" in red and a yellow bar says, "Experiencing network connectivity problems. Retrying. Dismiss".  

I keep clicking next and it won't go anywhere.   Any ideas what is going on?  Thanks!

Try to delete cookies and clear cache
