Confused about retargeting people who have never visited my website?

When I'm setup up a new Retargeting campaign and when I start to setup a new Ad group I'm asked to select audiences based on Interests, Remarketing Lists and Custom Combinations. If I select only people from the Interests tab, then are my retargeting ads only being seen by people how have never visited my site, or are my ads being seen only by people who have both visited my site and then later have visited a different website that is under one of the listed Interests within Google's network?

Hello Bob,

If you select the targeting using Interests your Ads will be showed to people having Interest you choose.

however if you want to show your ad to users never visited your website you can exclude them by excluding the list. follow the below link for more info

Hello there;

If you add interests to your Re-marketing campaign, your ads will be shown to either users on the Remarketing list OR to users on the system identifies as having those interests.
