This is much more complex and sophisticated than "the time between two consecutive click URLs"

Not every time a user double-clicks" on an ad, it is is an invalid clicks.

If you are concerned with click fraud, then I recommend using some 3rd party services - there are many: Improvely, XionaGrup, ClickGuardian, etc.
