Can someone explain Google's matching system

I am looking at the Search Terms report which displays the search terms entered and the keyword triggered by that search term.


Three of the keywords I have in my campaign are: evacuation plan, evacuation plans, emergency evacuation map.


Would someone like to guess which of those three keywords was triggered by the search term: evacuation plans.


That's right, the search term evacuation plans triggered the keyword emergency evacuation map.


Can someone please explain why it did not trigger the exact match keyword, evacuation plans?

Well... This is not an easy algorithm as you would discover  when reading the long  article explaining the topic.(See link below)

In brief; (with many exceptions);  if more than one keyword could match the search query, the one with the highest ad-rank will trigger the ad.
