Can anyone set up a google ad?

Can anyone set up an ad? i know that sounds odd but imagine this. I am a parent whose child has been injured at school. the name of teh school is 'googled' and the ad that comes up has a link to a Daily Telegraph article that was written about the child and his injury. So can i , the parent, set that up or would it have to be the daily telegrapgh who set it up as it their link?  so basically can anyone set up any ad with any link? thanks

Hi Deb,

Pretty much anyone can open an AdWords account and create ads.

However there are limitations to which sites you can promote. AdWords is intended to be used by websites with a service or product for sale.

Generally Google will not allow ads for sites that provide a free service in exchange for advertising, like a news site.

In your example, I would expect that Google would not allow the ad.
